Tuition and Fees Covered with the Toro Tuition Pledge

Paying the bills shouldn’t be the deciding factor in whether a student can pursue their education or not. That’s why we created the Toro Tuition Pledge. For students who qualify, we guarantee tuition and mandatory fees will be fully covered for up to four years for first-time students and up to two years for upper-division transfer students. ÀóÖ¦ÊÓÆµ is already one of the most affordable choices for California students, and now we’re strengthening that commitment. You shouldn’t have to worry about money while trying to focus on your studies, and the Toro Tuition Pledge makes that possible.

How it works

For new, eligible, incoming undergraduates, the Toro Tuition Pledge will cover tuition and mandatory fees starting in Fall 2026. It covers four years of costs for first-time, first-year students and upper-division transfer students who qualify and two years for transfer students with continuous, full-time enrollment. That's enough time to earn your degree without ever paying these costs.

Who it’s for

The Toro Tuition Pledge is launching for new, incoming undergraduate students in Fall 2026. Students must meet the following criteria:

  • Be a California resident or qualify for in-state tuition
  • Complete Free Application for Federal Student Aid (FAFSA) or California Dream Act Application (CADAA) Application by April 15 and complete all requirements
  • Have a Student Aid Index of 10,000 or less. FAFSA filers must be receiving Pell. (Check your FAFSA or CADAA summary email to confirm your SAI.)
  • Due to differing requirements, students in programs offered by the College of Professional and Extended Education, including Organizational Leadership and Quality Assurance, are not included in the Toro Tuition Pledge

To stay included, students must:

  • Submit their Intent to Enroll by the May 1 deadline
  • Register and attend New Student Orientation
  • Stay continuously enrolled and maintain a full schedule (at least 12 units) for each semester
  • Maintain satisfactory academic progress
  • Renew their FAFSA or CADAA by the priority deadline each year

What is the Toro Tuition Pledge?

The Toro Tuition Pledge is a guarantee that eligible students will have their tuition and mandatory fees covered by financial aid while enrolled full-time at ÀóÖ¦ÊÓÆµ. It covers up to four years for incoming first-time, first-year students and two years for incoming upper-division transfer students. The Toro Tuition Pledge is not a scholarship or financial aid. It’s a guarantee from ÀóÖ¦ÊÓÆµ that students covered by the pledge will have their tuition and fees covered.

Do students have to apply separately for the Toro Tuition Pledge?

Students do not need to apply specifically to take advantage of the Toro Tuition Pledge, but they do have to submit a FAFSA or CADAA to demonstrate eligibility.

Who is the Toro Tuition Pledge for?

The Toro Tuition Pledge is for new undergraduate students who are California residents and are receiving a Pell grant if FAFSA filers (or have a Student Aid Index of 10,000 or below). Students must submit their Intent to Enroll by May 1, register and attend New Student Orientation, stay continuously enrolled with a full-time schedule (at least 12 units) and maintain satisfactory academic progress each semester.

Students in the Organizational Leadership, and Quality Assurance programs are not eligible for the Toro Tuition Pledge.

What costs does it cover?

The Toro Tuition Pledge covers tuition and mandatory fees. Mandatory fees include the Student Activity Fee, Student Center Fee, Health Facilities Fee, Instructionally Related Activities Fee, Student Success Fee, and others. New Student Orientation fees are not included.

What's not covered?

Any costs not listed as mandatory fees are not included. On-campus housing fees do not qualify for the Toro Tuition Pledge, but may be covered by other forms of financial aid.

How long can students receive the Toro Tuition Pledge benefits?

If students remain eligible, they can be covered by the Toro Tuition Pledge for up to four years for incoming first-time, first-year students and two years for upper-division transfer students.

Do students need to reapply each year?

Students do not need to reapply for the Toro Tuition Pledge, but must submit a FAFSA or CADAA for each year they are enrolled, to establish eligibility.

Does this apply to returning students, graduate students, credential students, international students, lower-division transfer students, or students seeking a second bachelor's degree?

Only new incoming first-time, first-year, transfer undergraduate students, or upper-division transfer students are eligible for the Toro Tuition Pledge, though other students are eligible for other types of financial aid.

What about students who don't enroll full-time or who change their class schedule?

To maintain eligibility for the Toro Tuition Pledge, students must enroll in and pass at least 12 units each semester and remain continuously enrolled. Students who drop below this amount will no longer be covered by the Toro Tuition Pledge, though other forms of financial aid may be available.

Can a student who leaves ÀóÖ¦ÊÓÆµ and returns later to continue their studies qualify?

The Toro Tuition Pledge is for students who remain continuously enrolled at ÀóÖ¦ÊÓÆµ. Students who leave and re-enroll later are not covered by this guarantee.

Does this impact other financial aid offerings?

The Toro Tuition Pledge is not a merit-based scholarship and is applied to a student's account after all other grants and scholarships have been awarded. It will not reduce other financial aid offerings.

Where can I find my Student Aid Index (SAI)?

Your SAI is listed on your FAFSA or CADAA Submission Summary. 

What if my offer of admission is revoked?

Students who are not admitted for any reason are not eligible for the Toro Tuition Pledge.

What if I'm not eligible for the Toro Tuition Pledge?

Additional financial resources may be available. ÀóÖ¦ÊÓÆµ offers a variety of additional financial aid and scholarships, and 76% of all students receive financial aid or scholarships.

Are there any situations that would cause the pledge to no longer be in effect?

The Toro Tuition Pledge is based on state and federal student aid funding continuing to be offered to university students at or near the levels offered in 2025. ÀóÖ¦ÊÓÆµ will not guarantee students pay no tuition or fees if government financial aid programs are significantly reduced or eliminated. Additionally, the university may at its discretion choose to stop offering the Toro Tuition Pledge program to new incoming classes for budgetary or other reasons.

How is this funded?

Student success is the highest priority at ÀóÖ¦ÊÓÆµ. While existing financial aid resources will cover the majority of the costs associated with the Toro Tuition Pledge, the university is directing available funds to ensure eligible students' costs will be covered.
